At exactly 6:00 p.m. on Tuesday, 13 January 2026, Uganda was plunged into an internet blackout. This followed the circulation of a communication from the Uganda Communications Commission (UCC) directing all Mobile Network Operators (MNOs) and Internet Service Providers (ISPs) to temporarily suspend public internet access1. This did not come as a little surprise, as internet shutdowns have become a predictable feature of the country’s election cycles.

Digital trade in Uganda is steadily expanding, driven by increasing internet penetration and the widespread adoption of mobile money, which provides an accessible and trusted payment infrastructure. These enablers have supported the growth of diverse digital business models, including B2C marketplaces such as Jumia, social commerce through platforms like TikTok, Instagram and WhatsApp, and digital services such as ride-hailing and food delivery offered by Safeboda, Glovo, Faras and Uber.
